Kelly Bidwell is a Senior Policy Manager for J-PAL North America, based in Washington, D.C., where she is supporting the efforts of federal agencies in conducting randomized evaluations and incorporating rigorous evidence into public policies.

Kelly spent five years at IPA, both as a Country Director in Ghana and as the Post-Conflict Initiative Director, and she has played a key role in IPA's education research portfolio. Kelly holds an M.A. in International Affairs from Columbia University, where she focused on economic development, education, and evaluation methods.
