Zach White (@zach_whitewater) is a Senior Insights Manager with the GSMA’s Digital Utilities Programme. The programme works to enable access to affordable, reliable, safe and sustainable urban utility services through digital solutions and innovative partnerships. Zach leads the programme’s insights work, drawing on learning from the GSMA’s innovation funding and broader market engagement. Zach has ten years’ experience in applied research, focused on essential utility services in low- and middle-income countries. Previously a senior consultant with Oxford Policy Management, he has worked with a with range of clients including the Collaborative African Budget Reform Initiative (CABRI), DfID/FCDO, the World Bank, UNICEF, and USAID. Publishing over 30 papers in the grey and academic literature his work has focused on: programme evaluation and improvement, sector financing analysis, efficiency in public expenditure, the role of the informal sector in urban service delivery and supporting digital innovation. Zach is presently a member of the International Water Association’s Digital Water Steering Committee.
